What is TOPAS?

The Third Party Accident Scheme (TOPAS) is an exclusive, MoD approved personal injury compensation scheme, dedicated to providing legal advice and assistance to current or former members of our armed forces who have been injured by a negligent third party. The scheme is run by Ralli Ltd and aims to provide a compassionate and understanding service, supporting you throughout the process and seeking the justice you deserve.

Who can use the Accident Scheme?
  • Any MoD employees (current or former) – service or civilian
  • Friends, family members and dependants of service personnel and MoD employees.
When can I use the scheme?

In the event of an injury caused by someone else, be it a road traffic accident, assault or any other form of accident, MoD employees can directly contact our team of military accident solicitors and obtain immediate advice and assistance to pursue a claim at no cost.

What types of claims or accidents are covered under the scheme?

You may be able to make a military compensation claim under the TOPAS Scheme if you have been affected or injured by:

  • road traffic accidents involving military vehicles or personnel

  • death in service/military inquests
  • assaults
  • slips, trips or falls

The TOPAS Scheme can only be used to make a personal injury claim against a negligent third party, not the MoD.

How much does the scheme cost?

What is the time limit to bring a claim?

There are strict time limits for starting a military accident compensation claim, which in most cases will be within three years of the date of the accident or date of knowledge of the negligence. As an MoD employee you will have the exclusive advantage of a reduced success fee. All personnel (current and former), their friends, families and dependants will get the benefit of only having a 10% reduction on the compensation recovered, which is typically lower than the sector average of up to 25%.
